Moorage update

The Parks Department wants to contract marinas out to a private developer/manager like Foss.

Many in PAT (Project Advisory Team), especially the Lakewood group, are very disappointed because this will mean huge rate increases. The leading Leschi team members are weary of the delay and want to speed up improvements to S. Leschi marina, regardless of the long-term issues. I remain with a minority opinion to downscale to only human-powered craft.
